The Boston Herald - February 18, 2003 Democratic Convention 2004 panel adds three blacks, four women BYLINE: By Steve Marantz Page 1 of 3 -- Boston's host committee for the 2004 Democratic National Convention has added three black members and four women to its board of directors in an effort to address diversity concerns. The expansion of the board to 14 members came just a month before the committee is supposed to submit a community outreach plan to the DNC, and just a week after Mayor Thomas M. Menino eliminated the city's 25-year-old affirmative action contracting program. "The additions are a cross-section of the community," said David A. Passafaro, president of Boston 2004. The new black directors include Juanita Wade, Menino's human services cabinet chief; Clayton Turnbull, owner of 11 Dunkin' Donuts in Roxbury and Dorchester; and Dorothy Terrell, a former executive with Sun Microsystems. Other additions include Kathleen Casavant, treasurer of the Massachusetts AFL-CIO; David Burke, former chief of staff to Sen. Edward Kennedy and an organizer of Robert Reich's gubernatorial campaign in 2002; and Micho Spring, a politically connected public relations executive. Others on the committee include Paul Guzzi, president of the Greater Boston Chamber of Commerce; Gloria Larson, Massachusetts Convention Center Authority chairwoman; hotel executive David Colella; Realtor James Dougherty; and Democratic fund-raiser and businessman Fred Seigel. Also on the committee is Cheryl Cronin, a lawyer-political insider with strong ties to Big Dig contractor Bechtel, who, as treasurer, raised $ 21.2 million in private commitments to land the convention. Carol Bolling Fulp, a community relations executive for John Hancock, is the fourth black member of the committee. The appointments of the new directors came after a meeting last week between Passafaro and leaders of the Boston NAACP branch. "I'd like to think they are listening to what we had to say," said Leonard Alkins, NAACP local president. "It appears the new directors have some expertise to make sure the outreach program will be a reality." NAACP leaders and Menino clashed over convention commitments to minority contracting and hiring after Boston was awarded the event in November. Menino declined to make definite commitments but hired politically connected public relations consultant Donna Latson Gittens to produce a plan that involves minority groups and city neighborhoods in the event. Alkins said Menino's controversial elimination of the city's minority contracting program should have no bearing on convention contracts. "It's not the same thing," Alkins said. Mr. Seigel was the founder, President and Director of Energy Capital Partners, a privately-held, Boston-based company organized in September, 1993, providing financing for energy efficiency projects throughout the United States. The company was sold to ABB Structured Finance (Americas) in February, 1999. Mr. Seigel continues to serve as its President. From January, 1988 to October, 1994, he served as a limited partner in two large-scale energy co-generation projects in New York state, representing a total investment of $350,000,000. From March, 1984 to November, 1986, Mr. Seigel was a project manager for Wheelabrator-Frye, Inc., in that company's Resource Recovery Division. From January, 1981 to January, 1993, he was the Director of the Executive Office for Energy for the State of New Hampshire. Mr. Seigel holds a B.A. from New England College, Henniker, New Hampshire.
On behalf of Latona Associates, he also served as chief operating officer for a leading procurement and supply chain management company. Prior to joining Latona Associates, Fred spent six years as president and director of Energy Capital Partners, which specializes in financing energy projects throughout the United States.
